Rule No. 2 Hit clearance racks for basics. Splurging should be saved for unique, hard-to-find pieces!

Rule No. 3 Scour the web for coupons and specials -- you may get a better price online than in the store.

Rule No. 4 Be picky when penny-pinching. Buy something because you love it, not because the price is right!
